Campaign against exemptions for Foundation Models
in the EU AI Act

As drafting of the EU AI Act reached its conclusion in 2023, an eleventh hour attempt emerged to exempt the most powerful AI models from the Act’s regulations.
Foundation models are general-purpose AI models that have capabilities and powers which their developers cannot predict.
Exempting foundation models from the EU AI Act would have left the most powerful and dangerous AI unregulated.
Moreover, it would have placed an enormous regulatory burden on small businesses and startups who build their applications from foundation models, leaving them entirely liable for any harms caused by the foundation models they used.
Achievements
Drove media and public attention to last-minute exemption efforts.
Defeated exemption for foundation models in the final EU AI Act, agreed in early Dec 2023 and fully passed 13 March 2024.
